What they need is more big guns in the hands of all the citizens, and the requirement that all citizens are out and about after 9pm.

It's just the start, once it's accepted there's no turning back - you don't need ML for this. Harrisburg City where I'm from, had 20 murders in a year - ML isn't nec.

So the town is dangerous and the mayor tries to protect the people by saying they cannot go out after a set time at night. The devious monster.
