If a state is to build myths and narratives on which to justify its existence and its actions, it must by necessity exclude or marginalize all competing viewpoints or narratives. There are many ways of accomplishing this end, but chief among the state’s methods of controlling narrative and myth are two specific means: banning or outlawing citizen surveillance, and quarantining dissent. The state must not only tell its stories, it must limit the exposure of all other stories.
