A U.S. District Court judge today could change the way Arizona candidates run for election.

Final oral arguments on the constitutionality of the Clean Elections system is scheduled before Judge Roslyn Silver this afternoon. But on Thursday, she released a preliminary version of what will likely be her final ruling.
