Oregon community reins in its police force

No seatbelt? No citation. No tail light? No ticket. In to much of a hurry? Not to worry. Police can only stop drivers for what the state calls traffic crimes, such as drunken or reckless driving.

This is a GOOD start. If we only used all those laws as advisors and warnings, but punished all harm done by violators with a punishment similar to the harm done (property for property, injury for injury, life for life) with insurance used only to reimburse the damaged person, soon all folks that are habitually careless would either have no property to be careless with, have no physical ability left to be careless, or they would be executed. The problems would be gone real fast, if for no other reason than that people would start to be real careful.
