The White House Office of Faith-Based and Neighborhood Partnerships,[1] formerly the White House Office of Faith-Based and Community Initiatives (OFBCI) is an office within the White House Office that is part of the Executive Office of the President of the United States.

Under George W. Bush[edit]

OFBCI was established by President George W. Bush through an executive order[2] on January 29, 2001, representing one of the key domestic policies of Bush's campaign promise of "compassionate conservatism." The initiative sought to strengthen faith-based and community organizations and expand their capacity to provide federally funded social services, with the idea having been that these groups were well-situated to meet the needs of local individuals. As Texas governor, Bush had used the "Charitable Choice" provisions of the 1996 welfare reform(which allowed "faith-based" entities to compete for government contracts to deliver social services) to support the work of faith-based groups in Texas. Critical in social services (e.g., community services with health care financing) is the overall effort and effect of combined budgets and finance in these areas representing established religions in the US.

The office was briefly led by Don Willett, an aide from Bush's tenure as governor of Texas who was later appointed a justice of the Supreme Court of Texas. The first person named as director of the OFBCI was John DiIulio, a University of Pennsylvania political science professor. DiIulio later left the office and became a critic of the Bush administration.

Critics of the OFBCI, including Americans United for Separation of Church and State and the American Civil Liberties Union, assert that it violated the Establishment Clause by using tax money to fund religion. They also argued that faith-based initiatives were used as part of electoral strategies to yield more votes for Bush and the GOP.

For fiscal year 2005, more than $2.2 billion in competitive social service grants were awarded to faith-based organizations. Between fiscal years 2003 and 2005, the total dollar amount of all grants awarded to FBOs increased by 21 percent (GAO 2006:43[3]). The majority of these grants were distributed through state agencies to local organizations in the form of formula grants (GAO 2006:17[3]).

Establishment clause issues[edit]

Faith-based organizations are eligible to participate in federally administered social service programs to the same degree as any other group, although certain restrictions on FBOs that accept government funding have been created by the White House to avoid violations of the Establishment Clause.

They may not use direct government funds to support inherently religious activities such as prayer, worship, religious instruction, or proselytization.

Any inherently religious activities that the organizations may offer must be offered separately in time or location from services that receive federal assistance.

FBOs cannot discriminate on the basis of religion when providing services (GAO 2006:13[3]).

President Barack Obama renamed the office[4] and appointed Joshua DuBois as its head. He also established an advisory council for the office. The Advisory Council is composed of religious and secular leaders and scholars from different backgrounds. Each member of the Council is appointed to a one-year term. According to ABC News, the office would seek "to expand the role of this office as it relates to policy issues where religious and local leaders can be effective. DuBois will coordinate with faith-based and community organizations on social service outreach and will work to utilize these organizations' efforts to advance the administration's policies, with a primary focus on poverty."[7]

Under Donald Trump[edit]

The office has not officially been abolished by President Donald Trump, but a director has yet to be named and the website is no longer available.[8][9]

Controversies[edit]

The separation of church and state was noted as one of major issues with the Faith-Based Initiatives laws. Critics have claimed that millions in government grants have gone to ministries operated by political supporters of the Bush administration, or have been given to minority pastors who recently committed their support.[10][11][12][13][14]

In June 2006, U.S. District Judge Robert W. Pratt ruled that a faith based-program called InnerChange at a Newton, Iowa prison, operated by Charles Colson's Prison Fellowship Ministries, unconstitutionally used tax money for a religious program that gave special privileges to inmates who accepted its evangelical Christian teachings and terms. "For all practical purposes," Judge Pratt said, "the state has literally established an Evangelical Christian congregation within the walls of one of its penal institutions, giving the leaders of that congregation, i.e., InnerChange employees, authority to control the spiritual, emotional, and physical lives of hundreds of Iowa inmates."[15] [See Americans United v. Prison Fellowship Ministries, 2006 U.S. Dist. LEXIS 36970, June 2, 2006]

On June 25, 2007, the U.S. Supreme Court ruled 5-4 in Hein v. Freedom From Religion Foundation that executive orders may not be challenged on Establishment Clausegrounds by individuals whose sole claim to legal standing is that they are taxpayers. Both of President Bush's court appointees, John G. Roberts and Samuel Alito, sided with the majority.

The second head of the department, Jim Towey, in a session of "Ask the Whitehouse" dated November 26, 2003, stated in regard to a question about pagan faith-based organizations:

"I haven't run into a pagan faith-based group yet, much less a pagan group that cares for the poor! Once you make it clear to any applicant that public money must go to public purposes and can't be used to promote ideology, the fringe groups lose interest. Helping the poor is tough work and only those with loving hearts seem drawn to it."[16]

Pagans reacted angrily to the label "fringe group", the suggestion that pagans are uncompassionate, the idea that they would apply for funding only to promote ideology, and the exclusion of pagan organizations implicit in the statement.[17]

Catholic League President William A. Donohue protested against the nomination of Harry Knox, a former director of Human Rights Campaign and gay rights activist, arguing that he has been dishonest and intolerant. Knox has condemned the positions of Catholic clergy on the issues of contraception and gay ordination.[18]

 Genie Energy is an American-based oil and gas company with major investors and advisors comprising a who's who list of war profiteers—Dick Cheney, Rupert Murdoch, Lord Jacob Rothschild, and James Woolsey. The president of their Israeli subsidiary is Efraim "Effi" Eitam, an Israeli military commander who called for expelling the "cancer" of Arabs from Israel.

Together, these warmongers and would-be ethnic cleansers will soon be drilling into a vast oil and gas reserve located in the Syrian territory occupied by Israel since 1967, known as Golan Heights. The move would be in clear violation of international law, specifically the Annex to the Fourth Geneva Convention.

Israeli authorities granted Genie Energy's subsidiary, Afek Oil and Gas, exclusive petroleum exploration rights in a 153-square-mile region in Golan Heights. In 2015, above-ground geophysical tests discovered the presence of oil and natural gas reserves that could make Israel energy self-sufficient. Afek has already drilled three exploratory wells.

Israel has benefited from its illegal occupation of Syria's Golan Heights for decades, drawing one-third of its entire water supply from the region and providing a tourist and skiing destination at the Mount Hermon Ski Resort. Despite persistent international pressure, including from the U.S., the occupation continues and will reach a new level with the extraction of fossil fuels.

Yesterday we reported on a disturbing op-ed in the Wall Street Journal by Kimberly Strassel suggesting the FBI had a mole within the Trump campaign. 

After a battle between House Intel Committee Chair Devin Nunes (R-CA) and Deputy Attorney General Rod Rosenstein over the release of classified information that was so top-secret that the DOJ refused to show Nunes on the grounds that it "could risk lives by potentially exposing the source, a U.S. citizen who has provided intelligence to the CIA and FBI" – the agency finally relented on Wednesday, allowing Nunes and Rep. Trey Gowdy (R-SC) to receive a classified briefing.

This U.S. citizen, according the WSJ report, is a spy that the FBI embedded in the Trump campaign – and Strassel says she knows who it is but won't say. 

"I believe I know the name of the informant, but my intelligence sources did not provide it to me and refuse to confirm it. It would therefore be irresponsible to publish it."

Jeff Hewitt was born in Yucaipa in 1953 and has lived in the Inland Empire his whole life. He attended school at California State University, San Bernardino where he graduated with a Bachelor of Science in Biology in 1985.  He is a dedicated family man who loves his wife, six children and six adorable grandchildren. Jeff Hewitt is a small business owner and has grown his successful swimming pool business from humble beginnings.  In 30 years of business, Jeff has weathered the ups and downs of the economy by tightening his belt during the lean times.

 

Jeff's background has given him a unique approach to public service.  In 2004, he was asked to join the Calimesa City Planning Commission; He was then elected to the City Council in 2010 and is currently serving his 3rd term as mayor.  His ability to forge relationships and build consensus among his peers has allowed him to accomplish incredible things during his time as a public servant. Jeff has been a stalwart defender of limited-government principles and a practitioner of fiscally-responsible leadership.  This has allowed him to save the residents of Calimesa hundreds of thousands of dollars each year by restructuring contracted public services.  Calimesa is no longer caught in the grip of unfunded pension liabilities, and now has twice as many fire trucks and twice as many firefighters while saving the taxpayers' hard earned money.  Calimesa now looks forward to a healthy basis from which to add an additional fire station as the city grows.

 

Due to unfunded pension liabilities Riverside County is facing a fiscal crisis. Taxpayers are asked to pay more each year to cover our mismanaged promises.  If something is not done soon, the residents of Riverside County may see drastic cuts in public services, unbearable tax hikes or both.  As your next County Supervisor, Jeff already has a plan to restore Riverside County's fiscal health. This County deserves both quality public safety and lower taxes.  Vote Jeff Hewitt on June 5th.
