I have the exhibits organized so that I can go through them in order in which the highlighted areas are all that will be discussed.
The premise of what I want to talk about is that in 1994, for apparent reasons to be discussed, the Clinton administration and Clinton DOJ entered into a "backroom deal" with Tenet Healthcare Corp. at the time that a settlement was reached regarding charges brought by Eric Holder. The public position was that healthcare had been made "a law enforcement priority", but the private position was that the government would turn its head while Tenet used fraud and kickbacks to offset its losses sustained from treating uninsured patients in its emergency rooms. Tenet was assured that all allegations brought forth by whistleblowers could be settled with the claim that there was "no evidence of illegal behavior."
In 1996, pursuant to this backroom deal, Tenet entered into a massive illegal fraud and kickback scheme in Arkansas that utilized flagrantly illegal contracts with physicians to use them as pawns to accept the tax burden for kickback payments that were going to a group of physicians that no longer owned a practice.
In 2001, I was deceived into entering into one of these flagrantly illegal contracts.
The Bush administration, for reasons to be discussed, approved of and supported this backroom deal.
Toward the end of Bush's first term, the Bush DOJ was in the process of dealing with numerous whistleblower claims of fraud by Tenet, in which I also filed a whistleblower lawsuit.
The DOJ wanted to settle all lawsuits with Tenet and let them claim "no evidence of illegal behavior", but the contract I had attached to my qui tam complaint was so flagrantly illegal that a mere glance at the signature page was flagrant evidence of illegal conduct and intent, so the DOJ had to suppress the existence of this lawsuit. (as all qui tam cases are filed under seal, and the DOJ did not want to unseal this).
A scheme was devised by Mr. Bush's White House Counsel Harriet Miers to have my own attorneys work with the DOJ to lie to me and convince me to dismiss this lawsuit, but the legal arguments used in this scheme were so utterly stupid that the whole thing became a total farce and led to the U.S. Attorney firings scandal.
Because I would not agree to dismiss this lawsuit, an attempt to frame was made by "spiking" a unit of blood with a substance that would induce a reaction in one of my patients on whom I was performing surgery, and then to alter the medical record to make it appear as if I had given the order for the blood to be improperly transfused. Fortunately, the medical record had been photocopied and sent with the patient to another facility before the alterations were made, which would allow me to be cleared.
The "investigation" into the firings was then a sham and a cover up.
This is all that I think I will be able to cover in 2 hours, but since then I have been the target of extreme abuse by this government for continuing to try to expose this.
We can go through each exhibit in order, in which I can explain the points I want to make about each exhibit and he can ask questions and request clarifications where needed, etc.
I think I can present a very strong case for an orderly dissolution of the federal government.
