House Resolutions are referred to as H.R., NOT HB.  There are S.B.s for Senate Bills but no HB.  H.R.1388 was the Serve America Act and it was made into law on 04/21/09.  Even the Federal Register link included in the article makes no reference to any HB1388 .  I think someone is just trying to stir the pot here and get people upset for no reason.  Granted, you have to watch every move Obama makes, but this one, in my opinion, is not for real.
