The IRS is simply the collection agency for the payments that are made on the money the government borrows from the FED. Since the government has been borrowing a lot lately, to send to Ukraine, we need more IRS collectors to make sure that enough collections are made to make the payments on those loans. After all, we wouldn't want the government to be foreclosed on again, like it was several times in the past. Gotta keep the payments flowing.
