UN Secretary General Antonio Guterres: US Imperial Tool Revisited

Like most of his predecessors, UN Secretary General Guterres was installed by the self-declared master of the universe USA to serve its interests.

Operating as an imperial tool, he failed to fill the mandate he's sworn to uphold.

Time and again in serving US interests, he flagrantly breached his sworn duty "to save succeeding generations from the scourge of war; to reaffirm faith in fundamental human rights; to establish conditions (promoting) justice…equal rights of men and women (in all nations and respect for) international law (and) social progress…to ensure…armed force shall not be used."

He supports hegemon USA's forever wars by hot and/or other means by failing to forthrightly condemn them.

Since installed by his US master on January 1, 2017, he failed to denounce the Trump regime's rape and destruction of Mosul, Iraq and Raqqa, Syria in the same year, massacring tens of thousands of civilians.

He's been silent about illegal US occupation of Syrian territory for over 11 years, grand theft of its oil and other resources, along with terrorizing its people.

Nor did he condemn US use of ISIS, al-Qaeda, White Helmets and other terrorist groups as Pentagon/CIA foot soldiers.

He supports the scourge of Israeli apartheid ruthlessness instead of denouncing how its ruling regimes terrorize long-suffering Palestinians.

He failed to forthrightly condemn US-orchestrated and directed terror strikes by Ukrainian Nazis against Donbass civilians — from April 2014 to the present day.

Nor has he addressed other flagrant US/Western human rights abuses domestically and worldwide.

On Thursday, he breached UN Charter  Articles 1 (2) and 2 (4).

The former "establishes that one of the main purposes of the UN, and…the Security Council, is to develop friendly international relations based on respect for the 'principle of equal rights and self-determination of peoples.' " 

"(T)he principle of self-determination" is inviolable.

It includes the "right of peoples to decide their own government, which may relate to the questions of independence, autonomy, referenda, elections, and the legitimacy of governments."

Article 1 (4) "prohibits the threat or use of force and calls on all (UN member-states) to respect the sovereignty, territorial integrity and political independence of other states." 

On Thursday, Guterres once again disgraced himself by turning international law on its head as follows, saying:

"Any decision to proceed with the annexation (sic) of Donetsk, Lugansk, Kherson and Zaporozhye Regions Regions of Ukraine (sic) would have no legal value (sic) and deserves to be condemned (sic)."

Four bald-faced Big Lies in one sentence wasn't enough for Guterres so he piled on more of the same, adding:

"The UN Charter is clear (sic)."

"Any annexation (sic) of a state's territory by another state resulting from the threat or use of force (sic) is a violation of the Principles of the UN Charter and international law (sic)."

The "Russian Federation, as one of the five permanent members of the Security Council, shares a particular responsibility to respect the Charter (sic)."

Fact: Russia upholds the UN Charter and other international law — in stark contract to repeated breaches by US/Western regimes, actions Guterres supports by a policy of silence, notably about their crimes of war, against humanity and related atrocities. 

And this Guterres perversion of reality and contempt for the UN Charter he's sworn to uphold:

Self-determination for Donbass and Kherson/Zaporozhye Regions — the UN Charter right of their people — "cannot be reconciled with the international legal framework (sic)." 

"It stands against everything the international community is meant to stand for (sic). 

"It flouts the Purposes and Principles of the United Nations (sic). 

"It is a dangerous escalation (sic)."

"It has no place in the modern world (sic). It must not be accepted (sic)."

"We (?) are fully committed to the sovereignty, unity, independence and territorial integrity of (Nazified) Ukraine (sic)…"

"(S)o-called referendums (sic)…were conducted during active armed conflict in areas under Russian occupation (sic), and outside Ukraine's legal and constitutional framework (sic)."

"They cannot be called a genuine expression of the popular will (sic)."

"Any decision by Russia to go forward will further jeopardize the prospects for peace (sic)."

"It will prolong the dramatic impacts on the global economy, especially developing countries and hinder our ability to deliver life-saving aid across Ukraine and beyond (sic)."

"It is high time to step back from the brink (sic)."

"Now more than ever, we must work together to end this devastating and senseless war and uphold the UN Charter and international law (sic)."

US controlled Ukrainian proxy foot soldiers have been terrorizing Donbass residents by "devastating and senseless war" for the past 8.5 years — without a word of condemnation by Guterres or his predecessor.

According to 133 independent observers from 40 countries, referendum voting on joining Russia was scrupulously open, free and fair, according to international law.

On Thursday, Russia's Foreign Ministry once again set the record straight, debunking bald-faced Big Lies by Guterres in service to his US master, explaining the following:

Despite multiple daily cross-border terror strikes by Ukrainian Nazis to disrupt democracy in action as it should be, residents of Donbass and Kherson/Zaporozhye liberated from the scourge of Nazified control turned out en masse from Sept. 23 - 27 to freely "express their will."

"(R)esults speak for themselves."

The vast majority of their people abhor Nazified rule and want no part of it controlling their lives.

"They made a conscious and free choice in favor of Russia" — exercising their UN Charter right of self-determination, what Guterres contemptuously spurned by his disgraceful perversion of reality remarks.

"(R)eferendums took place in full conformity with standards and principles of international law."

"The people of Donbass, (Kherson and Zaporozhye) exercised their lawful right to self-determination in accordance with the UN Charter, the 1966 international human rights covenants, the 1975 OCSE Helsinki Final Act," and other international laws.

International observers from 40 nations affirmed the legitimacy of referendum voting.

In February, Vladimir Putin signed decrees to recognize Donetsk and Lugansk independence.

On Friday, he did the same thing for liberated residents of Kherson and Zaporozhye Regions.

They became official when signed — recognizing the "state sovereignty and independence" of these regions, according to the UN Charter and other international law.

Leaders of the above regions are in Moscow to meet with Vladimir Putin on joining Russia.

They'll become Russian republics when officially announced.

A Final Comment

On Thursday, Russia's UN mission slammed imperial tool Guterres for disgraceful remarks in flagrant breach of his mandate to uphold UN Charter principles.

As "chief (UN) officer, (his) administrative functions do not give (him) the right to make political statements on behalf of the UN as a whole."

This right belongs exclusively to UN member-states. 

Nor is Guterres entitled to "single-handedly (interpret UN Charter principles) and…General Assembly…documents."

All that unambiguously represents ultra vires acts" — what's beyond his authority.

His disgraceful Thursday remarks left "no doubt that another fundamental rule of the UN Charter has been violated – article 100," stating: 

The secretary general "shall refrain from any action which might reflect on their position as international officials responsible only to the organization."

Instead of acting and expressing unbiased views, Guterres — like most of his predecessors — one-sidedly supports his US master's imperial rampaging.

His "assault on the fundamental right of self-determination expressed by the population of DPR, LPR, Kherson and Zaporozhye Regions represents yet another example of double standards."

He long ago lost credibility. 

On all things Russia, Ukraine, the right of self-determination for residents of the above regions and core UN Charter principles across the board, he put an exclamation point on his fall from grace.
